Following his recent appointment to the Council of Europe’s Advisory Council on Youth (CCJ), YMCA Europe’s representative Dragoș Tarța has been entrusted with leading the Access to Rights and Social Rights portfolio for the 2026–2027 mandate.
The role places him at the centre of the Council of Europe’s youth policy discussions on equality, dignity, and non-discrimination for young people across its member states.
Within the Advisory Council, the Access to Rights portfolio focuses on strengthening the implementation of standards and recommendations related to young people’s social and economic rights, with particular attention to those facing structural barriers or vulnerability.

In this capacity, Dragoș will contribute to the development of policy recommendations and advisory inputs addressed to the Council of Europe’s decision-making bodies, including the Committee of Ministers of the Council of Europe.
The Advisory Council on Youth forms one half of the Council of Europe’s co-management system for youth policy, where government representatives and youth organisations jointly shape priorities and policy frameworks at the European level.
Dragoș brings to this responsibility experience in youth advocacy, social inclusion, and partnership building across civil society and institutional actors. His work within the portfolio will support ongoing efforts to ensure that access to rights remains a central pillar of European youth policy discussions.
Through this engagement, YMCA Europe continues to contribute to policy conversations that affect young people across the continent, particularly in areas related to participation, inclusion, and equitable access to opportunities.
